Install Windows Assessment and Deployment Kit (ADK) including Deployment and Imaging Tools Enviroment and Windows Preinstallation Environment (Windows PE).

Start command line as administrator
Create a virtual Hard Drive

diskpart
create vdisk file="c:\hyperv\winpe.vhdx" maximum=1000
attach vdisk
create partititon primary
assign letter=V
format fs=ntfs quick
exit

Create a working copy of WinPE

cd "\Program Files (x86)\Windows Kits\10\Assessment and Deployment Kit\Deployment Tools"
copype amd64 C:\WinPE64
makeWinPEMedia /ufd c:\WinPE64 V:

Detach the drive

diskpart
select vdisk file="c:\hyperv\winpe.vhdx"
detach vdisk
exit
